Section 3(1) in The U.P. Rice and Paddy (Levy and Regulation of Trade) Order, 1985
(1)Every licensed miller shall sell and deliver to the State Government at notified price sixty per cent of each variety of rice conforming to specifications-(a)held in stock and owned by him on the date of commencement of this Order;(b)milled by him every day out of stocks of paddy owned by him; and(c)purchased by him or coming into his custody or possession for sale or disposal through him on commission basis or in any other manner every day beginning with the date of commencement of this Order and until such time as the State Government otherwise directs;Provided that in case of rice mills of huller type with not more than one huller, the Controller may agree to accept a fixed quantity of rice of such variety or varieties as may be specified in lieu of the quantity due by way of levy as aforesaid for such period as may be agreed upon. The agreement shall be in the form set out in Schedule II:Provided further that nothing contained in this sub-clause shall apply to a licensed miller having rice mill or huller type with not more than one huller operating in any area other than urban area:[Provided also that with regard to the levy rice required to be sold to the State Government on or after October 1, 1994 by the millers in accordance with the provisions of this sub-clause, the millers shall use only new [double-line machine stitched gunny bags for 95 Kg. or 50 Kg. packing of such specifications as may be stipulated in this behalf by the Central Government from time to time] [Inserted by Notification No. 1271/XXIX-4-5-(23)-94, dated 10th June, 1994, Published in U.P.
