Section 11(1) in Rules of the Assam Dental Council
(1)On the date and the time and place appointed by the Returning Officer for the scrutiny of nomination papers every candidate or his duly authorised agent and his proposer and seconder may attend, the Returning Officer shall allow them to examine the nomination papers of all candidates which have been received by him as aforesaid.
