Section 3(1) in The Bihar (Coal Mining) Area Development Authority Act, 1986
(1)The Government may, by notification in the Official Gazette, declare any coal mining area including such adjacent or contiguous areas in the State, to be a Coal Mining Development Area for the purpose of this Act.
