Section 20(1) in The Bihar Motor Vehicles Rules, 1992
(1)An appeal under Rule 5 shall be preferred in duplicate in the form of a memorandum, setting forth concisely the grounds of objection to the order against which the appeal is preferred and shall be accompanied by a certified copy of that order and the fee prescribed under Rule 6.
