Section 19(3) in The Rajasthan Land Revenue (Allotment, Conversion & Regularisation of Agricultural Land for Residential, Commercial and Public Utility Purposes in Urban Areas) Rules, 1981
(3)In case of any other breach of condition or rule by the lessee a penalty equal in amount to conversion charges paid by him or a sum upto Rs. 1,000/- whichever is higher, may be imposed on him by the Authorised Officer.
