Section 9(1) in The Aircraft (Investigation of Accidents and Incidents) Rules, 2012
(1)The Bureau may authorise any person including an officer of the Bureau to conduct a preliminary investigation to an accident or incident and to submit a preliminary report to the Bureau in a specified format to assess the classification of the occurrence and the expertise needed for detailed investigation under rules 11 or 12, if considered expedient by the Central Government.
