Section 284(3) in Rajasthan Panchayati Raj Rules, 1996
(3)If it is proposed to fill vacancy by promotion temporarily, the senior most employee in the next lower grade may be so appointed by the Appointing Authority :Provided that if the record of the senior most employee is not satisfactory, the person immediately below him may be so appointed.
