(3)In making purchases of materials required for the works executed under Sub-rule (2), the Secretary of the Grama Panchayat shall obtain the approval of the Sarpanch before making such purchases :Provided that purchases exceeding rupees two thousand five hundred shall be made at the rate as may be fixed by the Collector for the Samiti area.
