(2)Such expenditure as may be urgently necessary for the provision of additional accommodation and the entertainment of extra temporary establishment for guarding prisoners confined outside the walls of the subsidiary jail, may be incurred in anticipation of sanction, but all action so taken must at once be reported to the Inspector-General. When there is no urgency, the previous sanction of the Inspector-General must be obtained.
