Section 16(2) in The Orissa Electricity Reform Act, 1995
(2)An exemption may be granted to a particular person or to a particular category of persons and for a definite period and every such exemption shall be published in such manner as the Commission considers appropriate for bringing it to the attention of that person or persons of that category of the public in general.
