Facts:
1. Appellant submitted RTI application dated 24 July 2010 before the CPIO, NIT, Calicut, seeking copy of the Rule/ Statute/ MHRD Orders/ Section of the NIA Act empowering the Appointing Authority to make direct appointments to the post of Assistant Professors and to fix the initial pay of the Assistant Professor at any stage higher than the "entry pay" in the relevant pay band along with copy of the minutes of the Staff Selection Committee Meetings held in March and April, l2010.
2. Vide CPIO Order dated 25 October 2010, CPIO provided the information to the Appellant.
3. Not satisfied with the reply, Appellant preferred appeal dated 9 November 2010, before the First Appellate Authority.
4. Vide FAA order dated 8 December 2010, the FAA asked the appellant to provide acopy of the RTI Application to the FAA for further actions.
5. Being aggrieved and not being satisfied by the above orders the appellant preferred second appeal before the Commission.
6. Matter was heard today via videoconferencing from Kozhikode where both parties as above for present and made submissions. Respondent stated that the RTI application had since been found by the first appellate authority. He also stated that in Appeal: No. CIC/DS/A/2011/000827 the year 2002, the Calicut Regional Engineering College, was converted to National Institute of Technology, Calicut with the Ministry of HRD is yet to frame and grant approval for recruitment and promotion policy for both the faculty and nonfaculty members of NIT, Calicut. Respondent also stated that in the appellant's case, the NIT Act and NIT statutes have been followed. Also that the appellant has been given opportunity of inspection of records. Appellant has also been shown the rank list and entire information as held by the public authority has already been furnished to the appellant. Appellant accepted that he has seen the Selection Committee Minutes but after a delay of one year.

7. After hearing both parties, Commission is satisfied that information is held by the appellant has already been provided to the appellant. However it is unfortunate that there has been delay of one year in providing the appellant with a copy of the minutes of the selection committee which should have been done on receipt of the RTI application. Commission closes this case with a warning to the CPIO to be more careful while carrying out his responsibilities, the onus of which has been placed upon him under the RTI Act, in future.
