Section 117(3) in The Haryana Canal and Drainage Rules, 1976
(3)When the hearing of the appeal is concluded, the decision or order of the Court, shall when practicable, be pronounced forthwith and shall be in writing and signed by the Court and the substance thereof shall be explained to such of the parties or their representatives as are present when the decision or order is given or passed.
