(1)Notwithstanding the provisions of Section 272, the Municipality may, by a written notice, require the owner of a premises to sink a tubewell, if the premises are to be used as a place of public resort, or as a market, or as a place of employment of more than fifty persons, or, in other cases, for reasons to be recorded in writing.
