21. Licence for keeping Video Library.

(1)Every application for licence for keeping Video Library under sub-section (1) of section 4 shall be in Form H and shall be made in triplicate. [Such application shall be accompanied by a treasury receipt for the payment of a fee of rupees one thousand.] [Added by G. O. The application for such refund shall, however, be made by the applicant within one month from the date of remittance.] [Added by G. O. (2)On receipt of an application for licence under sub-rule (1), the licensing authority shall consult the local authority concerned.
(3)On receipt of the report from the authority referred to in sub-rule (2) and having regard to the public interest referred to in sub-section (2) of section 6 and after satisfying itself as to the matters referred to in sub-section (4) thereof, the licensing authority may grant the licence for keeping a Video Library.
(4)The licence shall be in Form J and shall be subject to such terms, conditions and restrictions specified therein.
(5)Where the licensing authority is satisfied that having regard to the report of the authorities referred to in sub-rule (2) and for reasons to be recorded in writing, he may refuse to grant the licence under sub-section (1) of section 4:Provided that before refusing to grant the licence, licensing authority shall give to the applicant a reasonable opportunity of being heard.
