(2)A committee of Superintendent, Medical Officer, Deputy Superintendent and Executive Officer - Incharge of Prisoner shall ascertain the nature, temperament of prisoners, and convicts who are considered sulky, morose or of violent temper by this committee should not be entrusted with a knife or other such implement which might be used as a weapon of offence.
