(2)In cases where any voter has inadvertently dealt with his ballot paper or any of the connected papers in such manner that the papers cannot conveniently by used, the Election Officer after satisfying himself of the inadvertence may issue a second set of a ballot paper and other connected papers to the voter or the voters returning the ballot paper and other connected papers. The papers so returned shall be marked as cancelled by the Election Officer. The paper so cancelled shall be kept in a separate envelope set apart for the purpose.
