22. Cognizance of offences.
(1)No court shall take cognizance of any offence under this Act except on a complaint made by the Authority or any officer authorised in this behalf by it.(2)No prosecution for offences punishable under this Act shall be instituted except with the previous sanction of the Authority or an officer authorised in this behalf by the Authority, by notification.Chapter-V Miscellaneous
