Section 11(1) in The Rajasthan Land Revenue (Allotment of Unculturable Waste Land For Development of Private Forest) Rules, 1986
(1)The allotment of unculturable waste land shall be made to a bonafide resident of Rajasthan who is interested in developing private forests and has the competence and resources to establish a forest in accordance with the terms and conditions of these rules.
