Section 19(1) in The Himachal Pradesh Fruit Nurseries Registration and Regulation Act, 2015
(1)No court shall take cognizance of an offence punishable under this Act, except upon complaint in writing, made by the competent authority or any other officer authorized in this behalf by the competent authority, by general or special order or by a Police Officer not below the rank of Assistant-Sub-Inspector.
