Section 19(5) in The Mizoram Aided College Employees Rules, 1990
(5)As the College Annual Budget is central in the functioning of the college, failure to prepare it properly or on time shall entail the Principal to be an object of "No-confidence" unless the Governing Body is satisfied that the Principal has been prevented from fulfilling his duty in preparing such budget by circumstances.
