Section 29(1) in The M.P. Gram Panchayat (Sanitation, Conservancy and Prevention and Abatement of Nuisance) Rules, 1999
(1)The Gram Panchayat may, by public notice, require that every dog while in streets and not being led by some person shall be muzzled in such a way so as to allow the dog freely to breathe and drink, while actually preventing him from biting.
