(3)The Academic Council, Research and Extension Council, as the case may be, may propose to the Board the draft of any statute to be made by the Board and such draft shall be considered by the Board at its next meeting:Provided that the Academic Council, Research and Extension Council as the case may be, shall not propose the draft of any such statute, any amendment of a statute or repeal of a statute affecting the stature, powers and constitution of any existing authority until such Authority has been given an opportunity to express its views on such proposal and any views so expressed shall be considered by the Board.
