The petitioner is seeking a direction to the respondents for his promotion to the post of Assistant Lineman w.e.f. 04.09.2009.
Learned counsel for the petitioner contends that the petitioner is entitled to promotion to the post of Assistant Lineman with effect from the date one Jarnail Singh son of Jagar Singh has been promoted.
In response to a query of this Court as to whether there is any seniority list of the employees for promotion to the post of Assistant Lineman, learned counsel for the petitioner has referred to the order dated 30.08.2000 (Annexure P1) passed by the Deputy Chief Engineer, Operations Circle, Sangrur, whereby the names of the work charge workers, who had been approved for the purpose of Peon had been set out. A perusal of this order (Annexure P1) indicates that in the list of work charge workers, who had been approved for the post of 'Chowkidar', the aforenoted Jarnail Singh is at serial No. 2 while the petitioner is at serial No. 4.
1 of 2 ::: Downloaded on - 25-05-2022 03:48:21 ::: (121) CWP No. 590 of 2022 (O&M) -2- In response to a query of this Court as to whether any person, who is lower in seniority than the petitioner has been promoted as Assistant Lineman, learned counsel for the petitioner has not been able to point out any instance. Therefore, as no person junior to the petitioner has been promoted to the post of Assistant Lineman, I do not find any merit in this petition at this stage.
Consequently, the petition stands dismissed at this stage. Pending application(s), if any, shall also stand disposed of.
