ORDER
Information sought:
The Appellant filed an online RTI Application dated 28.11.2021 seeking information as under:
"I request you to kindly issue a clarification for the following question with reference to the UGC Regulations 2018 regarding minimum qualifications for the appointment of teachers in a University.
Can the time spent by an Assistant Professor in a college under the Faculty Development Program of the UGC for pursuing Ph.D program be reckoned as teaching / research experience for consideration for direct recruitment as Associate Professor in a University?"
The CPIO vide online reply dated 13.12.2021, informed to the Appellant as under:
Being dissatisfied, the Appellant filed a First Appeal dated 13.12.2021. The First Appellate Authority vide online reply dated 15.12.2021, informed as under:
Grounds for Second Appeal:
The Appellant filed a Second Appeal u/s 19 of the Act on the ground of unsatisfactory reply furnished by the Respondent. Appellant requested the Commission to direct the CPIO to provide complete information sought for.Page 2 of 5

The Appellant did not participate in the hearing despite being served the hearing notice and the same has been confirmed by Shri Ahilesh, Network Engineer from NIC Trivandrum The Respondent submitted that sufficient reply qua the instant RTI Application has been given to the Appellant vide letter dated 13.12.2021 and 15.12.2021.
A written submission has been received by the Commission from Shri S.K. Saini, Under Secretary & CPIO vide letter dated 09.01.2023, wherein the commission has been apprised as under:
Decision:
Upon perusal of the facts on record as well as on the basis of the proceedings during the hearing, the Commission observes that though the contents of the instant RTI Application are clarificatory in nature and the same is beyond the ambit of information as per Section 2 (f) of the RTI Act, sufficient reply has been provided by the Respondent vide letter dated 13.12.2021 and 15.12.2021. Hence, the Commission finds no further scope of intervention in the instant matter.Page 3 of 5

The Appeal, hereby, stands disposed of.
