ORAL ORDER:
Heard learned counsel for the petitioner and Sri Somu Srinivas Reddy, learned Assistant Government Pleader for Revenue.
2. The petitioner herein is claiming that he is the absolute owner and possessor of land admeasuring Ac.0-16 gts in Sy.No.86/1AA/2, situated at Maddur Village and Mandal, Narayanpet District. He has obtained conversion proceedings dated 17.02.2021 converting the said property from agriculture to non-agriculture for the purpose of establishment of rice mill. Due to lack of finance, he could not establish the same. He intends to sell the land. But, according to the petitioner, there is no provision in Dharani portal to submit online application seeking reconversion of the land from non-agriculture to agriculture. Therefore, he has submitted written representation dated 19.06.2024 to the respondent No.4 with a request to reconvert the land from non-agriculture to agriculture. Despite receiving and acknowledging the said written representation, respondent No.4 did not act upon the same. Therefore, the present Writ Petition.

Whereas, learned Assistant Government Pleader for Revenue has produced written instructions of respondent No.4, wherein 2 it is stated that there is no provision / option for re-conversion of land from non-agriculture to agriculture in Dharani portal. The said written instructions are factually incorrect and contrary to law. There is provision for conversion of land from agriculture to non-agriculture and vice-versa.

In the light of the aforesaid discussion, this Writ Petition is disposed of directing the 4th respondent to consider the written representation dated 19.06.2024 submitted by the petitioner seeking to convert the land from non-agriculture to agriculture and pass appropriate orders in accordance with law by putting the petitioner on notice and affording him an opportunity. If, the 4th respondent is not inclined to accept the request made by the petitioner, he shall assign specific reasons and pass a reasoned order, communicate copy of the said order to the petitioner and complete the said exercise within a period of eight (08) weeks from the date of receipt of a copy of this order. There shall be no order as to costs.
As a sequel thereto, miscellaneous petitions, if any, pending in the Writ Petition shall stand closed.
