(7)There shall be a Librarian who shall be responsible for the maintenance and management of the University Library, to guide and co-ordinate the working in the libraries of the various constituent units of the University, to prepare the annual estimate of operational and developmental requirements of all the libraries of the University for incorporation in the budget estimates.
