Section 15(1) in The U.P. Board of Revenue Office, Class IV Service Rules, 1973
(1)The Sachiv shall, on the occurrence of permanent vacancies, make appointments to the service by taking candidate in the order in which their names are arranged in me lists prepared under Rule 13 or 14.
