Section 3(1) in The Manipur Panchayati Raj Act, 1994
(1)A Gram Sabha shall, subject to sub-section (2), consist of all persons whose names are included in electoral rolls referred to in section 15 within the area of the Gram Sabha:Provided that no person shall be a member of more than one Gram Sabha.
