Section 33(2) in Himachal Pradesh General Sales Tax Act, 1968
(2)If, for reasons to be recorded in writing, the Financial Commissioner refuses to make such reference the applicant may, within 30 days of such refusal, either,-(a)withdraw his application (and if he does so, the fee paid shall be refunded); or(b)apply to the High Court against such refusal.
