(3)The expenditure upto rupees one thousand can only be made with the prior written permission of the Chairperson. Any expenditure more than rupees one thousand shall be approved in advance in the meeting of the Managing Committee. The procedure of calling quotations or tenders shall be followed for the purchases or execution of works. The procedure shall ensure transparency, competition and workable rates.
