Section 47(2)(b) in The Delhi Electricity Regulatory Commission Comprehensive (Conduct Of Business) Regulations, 2001

(b)if the parties are unable to agree on the name of a sole arbitrator to be designated by the Commission, to three persons as the Commission may direct taking into account the nature of the disputes and the value involved.
