Section 9(2) in The Meghalaya Co-operative Societies Rules
(2)The Registrar may, in special cases, register an amendment which is passed by two-thirds of the members present at a meeting of the general assembly or at an adjourned meeting of the general assembly at which the number of members required by the above rule was not present, if he is satisfied for reasons to be recorded in writing-(i)that it is impracticable of the society to secure the attendance of two-thirds of the total number of members at a meeting of the general assembly ;(ii)that the adoption of the proposed amendment is in the interest of the society; and(iii)that such amendment is likely to meet with the approval of the general body of members.
