(2)(a)50% of the vacancies in the Junior Time Scale in the Programme Management and Programme Production Cadres of the media shall be filled by direct recruitment on the basis of competitive examination conducted by the Commission in accordance with any scheme of examination that may be notified by the Government in consultation with the Commission from time to time.(b)The remaining 50% of the vacancies in the Junior Time Scale shall be filled by promotion of officers of feeder grades possessing the minimum qualifying service as specified in the appropriate column in Schedules IV and V.
