Section 31 in Land Registration Act, 1876

31. Penalties for not giving notice or furnishing information. -

Whoever, being bound [* * * *] under clause (d) of [section 30] to furnish any information required by the Collector, [or under clause (e) of the said section to give notice of his having assumed direct charge of an estate] , shall voluntarily or negligently omit to give such notice or furnish such information, or to show to the satisfaction of the Collector that it is not in his power to furnish information,shall be liable to such fine as the Collector may think fit to impose, not exceeding one hundred rupees, for such omission;and the Collector may impose such further daily fine as he may think proper, not exceeding fifty rupees, for each day during which such person shall omit to furnish the information required under clause (d) after a date to be fixed by the Collector in a notice warning the person required to furnish such information that such further daily fine will be imposed.Such notice shall be served in the manner prescribed by section 50, and the date fixed by such notice shall not be less than 15 days after service thereof.The Collector may proceed from time to time to levy any amount which has become due in respect of any fine imposed under this section, notwithstanding that an appeal against the order imposing such fine may be pending :Provided that, whenever the amount levied under any such order shall have exceeded five hundred rupees, the Collector shall report the case specially to the Commissioner of the Division, and no further levy in respect of such fine shall be made otherwise than by authority of the said Commissioner.
