(ii)A thorough knowledge of laws, rules, directions and orders regulating the management of jails and prisoners, efficiency in drill and ability to drill the guard, the possession of qualities which enable the officers to command respect and maintain authority and of good conduct, shall be the qualifications for a Sub-Assistant Superintendent.
