Section 25(2) in The Orissa Motor Vehicles Rules, 1993
(2)The owner of goods carriage, the gross vehicle weight of which is not entered in the certificate of registration before the commencement of the Act and rules made thereunder shall apply in Form VI to the registering authority of the area in which the goods carriage are normally kept for the assignment of gross vehicle weight to the vehicle.
