Section 3 in The Orissa Boiler Operation Engineers' Rules, 2000

3. Supervision of operation of Boiler.

(1)The owner of a single boiler or two or more boilers connected in a battery or of many separate individual boilers, situated in a power station within a radius of 50 metres shall not use the same or permit the same to be used unless the boiler or boilers are placed under the direct charge of First Class Boiler Operation Engineers in addition to such number of Second Class Boiler Operation Engineers and First Class or Second Class Boiler Attendants as may be prescribed by the Chief Inspector of Boilers in writing.
(2)The owner of single boiler or two or more boilers connected in a battery or of many separate individual boilers situated in a premises other than a power station within a radius of 50 metres having a total heating surface exceeding 700 sq. metres in any of the cases shall not use the same or permit the same to be used unless the boiler or boilers are placed in direct charge of a Second Class Boiler Operation Engineers in addition to such number of First Class Boiler Attendants as may be prescribed by the Chief Inspector of Boilers in writing.
(3)Notwithstanding anything to the contrary contained in these rules, the Chief Inspector of Boilers in the interest of power, generation or industrial development may permit any boiler to remain under the charge of a person, who does not possess a certificate of proficiency as a Boiler Operation Engineer but possesses requisite qualification and experience, for a period not exceeding three months:Provided further, that nothing in these rules shall debar a person holding a certificate of proficiency granted under rules made by other State Government from remaining in attendance and in charge of a boiler or boilers to the extent of his proficiency.
