Section 38(4) in Kerala University of Fisheries and Ocean Studies Act, 2010
(4)The Finance Officer shall be responsible to the Vice Chancellor for ensuring that no expenditure not authorized in the budget is incurred by the University and shall disallow any expenditure which may contravene the terms of any Statute or Ordinance or for which provision is required to be, but not made by the Statutes or the Ordinances.
