Budget.(1)The annual budget as prepared by the executive in consultation with finance sub-committee shall be considered by the Advisory Committee concerned each year. Thereafter a copy of the budget as approved by the Advisory Committee shall be forwarded not later than the 1st day of October, each year for sanction to the Central Government which may make such alterations therein as it considers necessary before according its sanction.(2)The budget to be forwarded to the Central Government shall be accompanied by detailed self-contained notes explaining new schemes included therein.
