Section 13(2) in Punjab Petition Writers (Revenue) Rules, 1982
(2)The application for a duplicate licence shall be made in writing and shall be presented by the applicant in person. The Licensing Authority, is satisfied that the previous licence has been lost or damaged, shall, on payment by the applicant a fee of five rupees, cause a fresh license to be issued in the same form and bearing the same date as the lost or damaged licence, and shall cause the word 'duplicate licence' to be enfaced thereon with the date of issue, and shall sign such enfacement.
