Perused the report dated 18th January, 2023. The Director General of Police has brought on record that substantial compliance is made. Out of 1659 police stations/outposts, work of installation of C.C.T.V cameras is complete in 1645 police stations/outposts.

It is also mentioned that out of sanctioned 14,570 cameras, 14263 cameras have been installed.

Shri Swapnil Ganguly submits that out of the 14 police stations/outposts left, as per his verbal instructions uptil yesterday, five more police stations and outposts have been covered and only two are left to be covered.

He further submits that seven of the outposts are non-functional and, therefore, it is not possible to install any cameras on those outposts as they are non-functional and are not being used.

In view of such facts, compliance report is accepted on record. The Director General of Police is now requested to monitor the progress of functioning of these C.C.T.V. cameras installed and whether they are recording data and keeping the backup for eighteen months as per the requirements of judgment of the Hon'ble Supreme Court in Paramvir Singh Saini Vs. Baljit Singh and others (2021)1 SCC 184.

This court requests the Director General of Police that fair investigation is part of responsibility of the police authorities and, therefore, this aspect to be Signature Not Verified Signed by: VAIBHAV YEOLEKAR Signing time: 2/22/2023 11:45:22 AM 2 monitored regularly and if need be taken, specialized team be constituted for this purpose to report to the Director General of Police by making random checks in regard to functioning of the cameras, replacement of any broken or malfunctioning camera within reasonable time limit say 24 hours and also in regard to storage of data without being tampered List this case on 22 nd August, 2023 for further progress report. This court would like to place on record the appreciation for the co- operation shown by Director General of Police in promptly complying with the orders and co-operating with the public at large.
