(3)All such rules shall be subject to the condition of previous publication and the date to be specified under clause (c) of section 24 of the Bombay General Clauses Act, 1904, shall not be earlier than two months from the date on which the draft of the proposed rules is published.Explanation. - For the purposes of this section, a place, set apart for the disposal of the dead means a place set apart for such purpose under any custom, usage or law for the time being in force.
