Section 11B(2) in The Shri Jagannath Temple Rules, 1960
(2)The publication in the newspaper as aforesaid shall be made at the cost of the applicant and for the said purpose the Administrator shall call upon the applicant to deposit the cost of the publication in the Temple office within a period to be fixed by him, failing which the Administrator shall withhold publication of the same.
