We see no reason to interfere with the impugned order passed by the High Court.

The special leave petitions are, accordingly, dismissed. As a sequel to the above, pending interlocutory applications also stand disposed of.

However, it is made clear that any of the observations made by the High Court in the impugned order on the legal issue cannot be treated as a precedent while deciding the other cases.
