Section 27(2) in The U.P. Judicial Service Rules, 2001
(2)The Chief Justice of the Court shall appoint a selection committee of three honourable sitting Judges of the Court to consider the officers/Civil Judge (Junior Division) eligible for promotion as Civil Judge (Senior Division).
