273. Powers and functions of the Secretary.
(1)As the Chief Executive Officer of the Board, the Secretary shall be responsible to conduct the activities of the Board.(2)The Secretary shall exercise such administrative and financial powers as are authorized to him from time to time by the Board.(3)The Board may from time to time delegate, subject to such conditions as it may deem fit, administrative and financial powers to any other officer under its control and supervision to the extent considered necessary for its efficient functioning.
