Section 26(3) in The Orissa Animal Contagious Diseases Rules, 1957
(3)The Veterinary Surgeon while visiting village in the notified area, shall fix the time and the place where the inoculation will be conducted, which shall be announced by beat of drum in the village. He may, in his discretion, also cause a requisition in the Form provided in Appendix L to be served on any person or persons of the village as he may consider necessary.
