Section 7(iv) in The Cost and Works Accountants (Election to the Council) Rules, 2006
(iv)the number of term(s) Office held by a person as a member of the Council either under clause (a) or under clause (b) or partly under clause (a) and partly under clause (b) of sub-section (2) of section 9 of the Act, prior to coming into force of the Cost and Works Accountants (Amendment) Act, 2006, shall not be taken into account for reckoning of the two consecutive terms for the purpose of disqualification under clause (d) of the proviso above.
