(c)to Assistant Collectors, Excise Inspectors and Tahsildars-(i)their powers under Section 16 of the Act to grant passes for the export and transport of intoxicants exceeding the quantity prescribed under Section 15;(ii)their powers under Section 20 of the Act to grant permits for the possession of intoxicants in excess of the quantity declared under Section 6 of the Act to the limit of sale by retail;
