Section 19(6) in The Rajasthan Class IV Services (Recruitment and Other Service Conditions) Rules, 1963
(6)that the seniority of a person appointed to a post in the Service in one department by transfer from another department on a corresponding post shall be determined from the date he joined the post in the new Department.
